It literally mens those three taxi stands at terminal 2 work in sequence ;D like AC alternate current.

The correct usage is alternative: alternative route to JB is via 2nd link.

Although in American Usage , it is acceptable  But it's best to avoid it.

At Tampines near Tampines East MRT Station,  LTA use the correct word Alternative as :

Alternative U-Turn Ahead.

IMHO your clarification is correct.

Alternative means there is a choice of using the 1st link or 2nd link as both are open while alternate means if one is open the other is closed.

One woud have though garment service and stat. boards are filled with scholars. Maybe no proof-reader. ;D
